Gender Equality Advisor

ROLE PURPOSE: 

The primary purpose of this role is to lead and champion the integration of gender equality across all strategic, technical, and operational processes within Lebanon and Syria Response Country Offices. This involves ensuring gender considerations are embedded in Country Strategy Plans, humanitarian response strategies, sectoral plans, and emergency preparedness plans. The role includes representing the organization in various platforms to share learning and providing technical advice to mainstream an intersectional approach to gender equality. The postholder will also be responsible of training staff and partners on relevant guidelines and policies. It also involves working with the Safeguarding lead to align safeguarding frameworks with organizational policies, developing and/or implementing a Gender and Inclusion Action Plan, Additionally, the role requires conducting gender analysis, supporting the design and implementation of gender-sensitive and gender-transformative programs, integrating gender equality considerations into MEAL processes, and ensuring proposals use the relevant Gender Equality Marker. The role also focuses on developing strategic partnerships, advocating for gender equality, supporting communications and advocacy efforts, and rolling out relevant tools and initiatives. 

The position holder will share a Level of Effort (LoE 50/50) between both Save the children Lebanon CO and Syria Response Office as agreed with line manager.

SCOPE OF ROLE:

Reports to:  The Director of Program Development and Quality (PDQ) in the Lebanon Office and dotted line to Head of PDQ in the Syria Response Office (SRO).

Staff reporting to this post: no direct report. The Gender TA will have dotted line management (technical line management) of the Education Cannot Wait (ECW) Gender Specialist and of the Gender and GBV Coordinator in SRO.

KEY AREAS OF RESPONSIBILITY:

Technical Leadership

  • Lead on systematic integration of gender equality considerations into strategic, technical and operational processes, in line with Country Strategic Plans
  • Input into and review all internal humanitarian response strategies, sectoral plans, emergency preparedness and contingency plans to ensure integration of intersectional gender equality considerations, including sexual and gender-based violence (SGBV)
  • Provide technical support to mainstream gender equality into all programming, including SGBV prevention and mitigation
  • Provide technical inputs for gender-sensitive and gender-transformative programme design and proposal/concept notes, including standalone programming where possible, with an emphasis on women and girls’ empowerment and the engagement of men and boys
  • Train and mentor Save the Children staff and partners broadly on gender equality and SGBV (for non-specialists), based on relevant internal and external guidelines and resources 
  • Develop and/or implement a response-wide intersectional Gender Action Plan grounded on relevant assessment tools, collaborating closely with technical, operational and human resource management teams and SMT members to drive action 
  • Lead on conducting intersectional gender and power analyses and integrating findings into programme design, advocacy and MEAL framework and tools. Where possible, engage in inter-agency gender analysis to avoid duplication.
  • Uphold accountability for usage of Save the Children’s Humanitarian/Gender Equality Marker in proposal design processes.
  • Design and support initiatives which will drive accountability for the use of global gender and GBV standards, including consistent use of the IASC GBV Guidelines and IASC Gender Handbook 
  • Support the roll-out of relevant SC tools and initiatives such as Girls Decide Curriculum, Multi-Sectoral and Integrated Approach to Preventing, Mitigating and Responding to Sexual and Gender-based Violence in Humanitarian Settings, Girls-Led Movement Building, safety audit tools and others
  • Support the systematic integration of gender equality considerations in all staff recruitment processes
  • Monitoring, Evaluation, Accountability and Learning (MEAL)
  • Work with MEAL colleagues to development and implement gender-sensitive MEAL processes including relevant indicators, quality benchmarks, Real Time Reviews, PDMs and ensuring that all assessments and reports provide sex, age, and disability disaggregated data at a minimum
  • Research and remain aware of updated knowledge on gender considerations and risk mitigation for humanitarian interventions (e.g. Cash interventions, MHPSS interventions); 
  • Work with MEAL and sector Technical Advisors to design and rigorously document learning and share learning within relevant internal platforms and processes

Advocacy, Partnership Development and Other External Engagement 

  • Networking and advocacy to address gender inequality and gender-based violence, including internal and external advocacy and collaboration for gender-sensitive and transformative humanitarian response design and implementation 
  • Represent Save the Children in relevant humanitarian coordination platforms, including within the cluster system, working groups and gender and inclusion networks 
  • Support communications and advocacy teams to develop advocacy messages and ensure all communications are gender-sensitive 
  • Support the identification and development of strategic partnerships with women’s rights, girls’ rights, gender equality and GBV organizations as well as organizations working in other relevant areas of work (i.e. disability rights, refugee and migrant rights, etc.), with support from the global leads on disability inclusion, refugee and migration units 
  • Support sector-specific colleagues to advocate in clusters and other forums to identify and address gaps related to gender equality and SGBV, with an intersectional lens 

QUALIFICATIONS 

  • Degree in Gender Studies, Social Sciences, Social Work, Community Development, Human Rights, Sociology, International Development or other related field
  • Fluent Communication skills (both written and spoken) in Arabic and English  language

EXPERIENCE AND SKILLS

Essential

  • Minimum of 7 years’ experience in humanitarian response with at least three years of experience in senior gender equality roles, including working directly on gender mainstreaming and SGBV prevention and mitigation 
  • Extensive experience in designing and implementing gender equality programming, with demonstrated experience in using an intersectional approach
  • Experience in developing guidelines, tools and SoPs for integrating gender equality considerations across different sectoral programs (Child Protection, WASH, Nutrition, FSL including cash interventions, shelter, etc)
  • Demonstrated gender responsive and intersectional program design, implementation, monitoring and evaluation skills
  • Experience working in conflict and post conflict and high volatility contexts.
  • Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders and managing through influence.
  • Significant experience in gender equality and SGBV training, capacity building, and mentoring,  for non-specialists, with an ability to make complex concepts compelling and accessible. 
  • Demonstrated knowledge and skills in intersectional gender and power analysis
  • Commitment to and understanding of gender equality, child rights, GBV Guiding Principles, and principles of Save the Children, social justice, and humanitarian standards such as the Sphere Charter and the IASC Guidelines.
  • Commitment to comply with Save the Children policies and practice with respect to child safeguarding, PSEA, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Demonstrated ability to manage and prioritize competing priorities across multiple complex contexts

Desirable

  • Experience working in a specialist SGBV role and/or directly with SGBV programming 
  • Experience working on disability inclusion 
  • Experience of different GBV response, such as protection, clinical management of rape, caring of child survivors, GBV case management and other tools, curriculum and technical expertise.
  • Experience managing and/or supporting implementing partners
  • Experience in providing remote technical support
  • Experience working in the Middle East and North Africa Region
  • Experience working in roles with responsibilities for multiple country contexts
  • Experience working in child rights or with children
